■ 프랑스 국빈방문 성과를 국민이 체감하는 변화로 만들기 위해 국회가 뒷받침하겠습니다

이재명 대통령이 프랑스 국빈방문 일정을 성공적으로 마치고 오늘 귀국합니다. 이번 방문은 대한민국과 프랑스가 맺어온 ‘글로벌 전략적 동반자 관계’가 선언에 머물지 않고 국익 중심의 견고한 실천 단계에 안착했음을 입증했습니다. 

프랑스 정부의 각별한 예우는 국제사회에서 대한민국이 차지하는 위상을 상징적으로 보여주었습니다. 그러나 의전의 품격보다 더욱 돋보인 것은 이번 방문을 관통한 ‘실용 외교의 진정성’이었습니다.

양 정상이 합의한 여섯 가지 협력 방향은 대한민국의 미래 먹거리와 경제 영토를 넓히는데 기여할 것입니다. 특히 ‘2030년 양국 교역액 200억 달러 달성’이라는 목표 아래, 첨단기술과 미래산업 분야에서 양국 기업 간 교류와 투자를 확대하기로 했습니다. 삼성전자와 프랑스의 대표 AI 기업 미스트랄 AI 간 투자협약은 기술 주권을 지키며 글로벌 AI 강국으로 도약하려는 우리 산업계의 담대한 발걸음입니다. 여기에 AI·반도체·양자·우주·원자력·바이오로 이어지는 전략기술 파트너십과 10억 유로 규모의 ‘뤼미에르 파트너십’을 필두로 한 문화·콘텐츠 협력은 한국의 제조·창의 역량과 프랑스의 원천기술이 만나 상호보완의 강력한 시너지를 낼 것입니다.

안보와 민생 분야에서도 실질적인 결실을 거두었습니다. 개정된 군사비밀정보보호협정과 향후 추진될 상호군수지원협정, 공군 합동훈련 및 해군 상호 기항 합의는 국방과 방위산업의 전략적 신뢰를 견고히 다졌습니다. 아울러 항공협정 개정, 워킹홀리데이 연령 확대, 한국어 언어보조교사 파견, 체류증 상시 협의 채널 구축 등은 미래세대에게 더 넓은 기회를 열어주고 프랑스에 체류하는 우리 국민의 안전과 권익을 두텁게 보호할 것입니다.

의회 민주주의와 글로벌 연대를 챙긴 행보 역시 빛났습니다. 프랑스 하원의장과의 면담을 통해 의회 차원의 협력 기반을 다졌고, OECD 사무총장과의 회동은 다자주의 무대에서 우리의 지평을 넓힌 뜻깊은 마침표였습니다. 

외교의 성패는 정상 간 맺은 문서 속 약속이 우리 국민의 삶과 국가 경제의 활력으로 온전히 이어지는가에 달려 있습니다. 정치가 해야 할 일은 정상 간 합의들이 현장에서 작동하도록 법과 제도로 길을 여는 일입니다. 더불어민주당은 안보 협력 강화, 첨단산업 파트너십, 미래세대 교류 증진이라는 이번 방문의 성과가 안착할 수 있도록 국회의 역량을 모으겠습니다.

■ The National Assembly Stands Ready to Support Turning the Achievements of the State Visit to France into Tangible Progress for the People

President Lee Jae-myung returns home today following the successful conclusion of his state visit to France. This visit demonstrated that the ‘Global Strategic Partnership’ forged between the Republic of Korea and France has transcended mere rhetoric, firmly establishing itself as an actionable, national-interest-driven cooperation.

The exceptional hospitality extended by the French government symbolized the Republic of Korea's elevated standing on the world stage. Yet beyond the dignity of official protocol, what truly stood out was the genuine spirit of pragmatic diplomacy that defined the entire visit.

The six directions of cooperation agreed upon by the two leaders will contribute to securing Korea’s future growth engines and expanding its economic horizon. In particular, under the goal of ‘achieving $20 billion in bilateral trade by 2030,’ the two nations agreed to expand exchanges and investments between their enterprises in advanced technologies and future industries. The investment agreement between Samsung Electronics and the French AI leader Mistral AI marks a bold leap forward for our industry, safeguarding technological sovereignty while positioning Korea as a leading power in global AI. Furthermore, the strategic partnerships across AI, semiconductors, quantum computing, space, nuclear energy, and biotechnology along with cultural and content cooperation spearheaded by the €1 billion ‘Lumière Partnership’, will unleash powerful, complementary synergy by uniting Korea’s manufacturing and creative prowess with France's foundational technologies.

Meaningful strides were also achieved in the realms of national security and people's livelihoods. The revised General Security of Military Information Agreement and the mutual commitment to expedite an Acquisition and Cross-Servicing Agreement have firmly reinforced mutual trust in defense and the arms industry. Concurrently, the revised air services agreement, expanded working holiday age limits, and the dispatch of Korean language teaching assistants will unlock broader opportunities for future generations and foster deeper ties between the citizens of both nations.

The President's efforts to strengthen parliamentary ties and advance multilateral cooperation were equally notable. The bilateral meeting with the President of the French National Assembly laid a foundation for enduring legislative cooperation, while the meeting with the OECD Secretary-General underscored Korea's commitment to multilateralism and broadened its diplomatic horizons.

Ultimately, the true measure of diplomatic success lies in translating commitments made on paper into palpable improvements in our citizens' lives and greater vitality in the national economy. The duty of politics is to pave the path through legislation and institutional support so that these summit outcomes can bear fruit on the ground. The Democratic Party of Korea will mobilize the full capabilities of the National Assembly to ensure that the vital achievements of this visit take firm root, bolstering security cooperation, solidifying partnerships in advanced industries, and broadening exchanges for our future generations.
